On 11/09/2022 at 9:45 AM, Licensing Program Analysts (LPAs) Tiffanie Diep and Lauren Scott met with Applicant, Amanda Schoennauer, for the purpose of a pre-licensing inspection. Applicant’s spouse and child were also present during today's inspection. Applicant's tentative operating hours are Monday through Friday from 6:00 AM to 5:00 PM. A fire clearance was granted by Calaveras Consolidated Fire Protection Department on 09/14/2022.

A health and safety inspection of the home’s interior and exterior was conducted. The one-story home has three bedrooms and two bathrooms. There is also a dining room, living room, and playroom. LPAs verified all knives and toxic and hazardous items were inaccessible to children. LPAs observed cleaners stored in kitchen cabinets secured by baby latches and inaccessible to children. Functioning smoke and carbon monoxide detectors were observed in the playroom. A 3A40BC fire extinguisher and first aid kit were observed in the playroom. Applicant stated there are no weapons or pets in the home. LPAs observed a space heater in the home that was designed to look like a fireplace. LPAs observed Applicant touch the front panel. Applicant stated the front panel does not get hot. LPAs discussed supervision with Applicant regarding the use of the space heater while children are in care. The outdoor play area was inspected and is surrounded by a wired fence. There is a hot tub located in the backyard. LPAs observed latches on all four sides of the hot tub cover making the hot tub inaccessible to children.

The off-limits areas in the home are the kitchen, all bedrooms, the entire backyard, shed, and backyard patios. Off-limits areas will remain inaccessible to children in care by baby gates and baby latches. Applicant understands that if any structural changes are made to the home, Licensing must be notified prior to construction. Applicant also understands that Licensing must be notified prior to use of any off-limits area and an inspection must be completed by an LPA before children are allowed in the area.

Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPAs discussed the mandated reporter training requirement with Applicant. Applicant’s current Mandated Reporter Training certificate expires on 09/05/2024. Current pediatric CPR and first aid training was verified and expires on 09/25/2024. LPAs discussed the requirement to renew CPR and first aid certifications every two years prior to expiration. Completion of preventative health and safety training including nutrition and lead exposure was verified.

LPAs discussed the Safe Sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPAs discussed the requirement to check and log infant napping every 15 minutes for infants under 24 months. LPAs provided a copy of the LIC 9227, Individual Sleeping Plan, for infants under 12 months.

Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
