On 9/24/2026, Licensing Program Analysts (LPAs) Sha Fee Vang and Ka Vang conducted an unannounced inspection to conclude the complaint investigation. LPAs met with Director Tasha Avalos to discuss the purpose of the inspection was to deliver finding regarding the above allegation. A tour of the facility was conducted, and census was taken.

During the course of the investigation LPA Vang conducted interviews, conducted facility observations, reviewed records and obtained pertinent information relevant to the investigation. During the inspection of the facility, LPA observed that the areas designated for childcare use were orderly and did not observe the facility to be unsanitary. LPA also observed that staff utilized gloves to handle children’s food, that paper plates along with paper bowls and plastic utensils were used and disposed of immediately after use, and the large facility bowls and scoops that were used to distribute food were returned to the kitchen facility to be cleaned and sanitized. During the investigation, there was documentation showing that a staff was leaning over the sink in the toddler’s classroom that portrayed what looked like the staff attempting to add water into a spaghetti bowl.
