25 | On September 17, 2026, Licensing Program Manager (LPM) Kari McWilliams, and Licensing Program Analyst (LPA) Martha De Haro met with Director Becky Dritz for an Informal meeting at the Fresno Regional Childcare Office. The purpose of today’s meeting was to discuss recent violations of Title 22 regulations.
On 05/28/26, LPA De Haro conducted an unannounced Case Management inspection. LPA was originally at the facility in order to address a different matter. However, LPA became aware that there was a staff member on site without proper live scan clearances, providing care to children.
During the Case Management inspection, a Type A deficiency was cited for violation of Health and Safety Code Section 1596.871(c)(1)(A), which states: Subsequent to initial licensure, a person specified in subdivision (b) who is not exempt from fingerprinting shall obtain either a criminal record clearance or an exemption...prior to employment, residence, or initial presence in the facility.
The Director provided proof of correction.
On July 24, 2026, LPA De Haro conducted a Complaint inspection at the facility in which the following allegation was substantiated: Staff left daycare children unattended outside. Based on staff interviews, LPA De Haro was able to determine that two different preschool aged children were left outdoors without supervision on at least two different occasions.
During the Complaint inspection, a Type A deficiency was cited for violation of California Code of Regulations Title 22 Division 12 Section 101229(a)(1), which states: Responsibility For Providing Care and Supervision - (a) The licensee shall provide care and supervision… (1) No child(ren) shall be left without the supervision of a teacher…Supervision shall include visual observation.
