On 07/27/2026, Licensing Program Analyst (LPA) Pa Kou Vue conducted an unannounced inspection to deliver the findings for a complaint received by the department on 06/02/2026. LPA met with Director Earline Stevens and explained the purpose of the inspection. LPA toured the facility and took a census.

During the course of the investigation, LPA conducted interviews, observations, reviewed and obtained records and pertinent information to gather additional information to investigate the above allegations.

The allegation, staff are not adequately supervising resulting in injuries is unsubstantiated. Based on records obtained and interviews, it cannot be determined at this time if inadequate staff supervision is resulting in injuries; therefore, the allegation is UNSUBSTANTIATED, meaning that although the above allegation may have happened or is valid, there is not a preponderance of evidence at this time to prove the alleged violation did or did not occur. Per director, since LPA's visit conducted on 06/08/2026, director has hired 2 additional staff members for extra supervision in the classrooms.

The allegation, staff are not following the daily inspection for illness procedures is unsubstantiated. Based on staff interviews, health and safety checks are conducted during parent drop-offs in the morning; however, per director health and safety checks are not documented. Based on LPA records review and interviews, it cannot be determined at this time if staff are not following daily inspection for illness procedures; therefore the allegation is UNSUBSTANTIATED, meaning that although the above allegation may have happened or is valid, there is not a preponderance of evidence at this time to prove the alleged violation did or did not occur.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency was cited.

An exit interview was conducted with Director Earline Stevens and was provided with appeal rights and a LIC9213 Notice of Site Visit.
