13 | On 10/18/24 at 2:15 PM, Licensing Program Analyst (LPA) Kiriko Lynch and Noah Wheeler conducted an unannounced complaint inspection and met with licensee Michelle Lockett. It was alleged Licensee is caring for children while under the influence of alcohol. The Licensee was interviewed on 07/17/24 at the time of complaint opening and denied the allegation, and stated she does not drink at work. Witnesses stated they have observed the Licensee falling from her chair, not alert or coherent, slurring words, and smelled an alcohol-like odor from the Licensee while she was in care of children at the home. Five parents (P1-P5), one staff, (S1) and four children (C1-C4) and children were interviewed on 06/03/24, 06/14/24, 07/10/24, 07/17/24, 08/12/24, 08/14/24, 08/21/24, and there were disclosures regarding the allegation. During the inspections, LPAs observed care and supervision of children at the home, and did not observe Licensee to be under the influence at the times of the visits. Based on the evidence obtained per interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. |
