On 10/21/2026, Licensing Program Manager (LPM), Miguel Herrera and Licensing Program Analyst (LPA) Lady Cabrera conducted an unannounced Case Management inspection and met with Director, Anna Pena. LPAs toured the inside and outside of the facility. The licensee, Greenfield Union School District (GUSD) is requesting a capacity increase from 24 preschoolers to 72 preschoolers. Prosperity Preschool will be adding classroom 1 and classroom 2 in addition to the already existing licensed preschool classroom. This program currently operates Monday – Friday, AM session is 8:00am to 11:00am and the PM session is from 12pm to 3pm. The all-day programs will operate from 7:00am to 5:30pm from classroom 1 and classroom 2.

LPAs observed that classroom 1 has three (3) sinks and two (2) toilets. Classroom 2 has three (3) sinks and two (2) toilets. There is adequate storage space available for children's belongings. LPAs observed that the furniture and equipment in the building appeared to be safe and in good condition. LPAs observed that there are plenty of tables, cots, chairs, age-appropriate items and toys and learning materials.

Room measurements taken and reviewed with Director, Anna Pena. Classroom 1’s total inside area measured to an approximate 1052 square feet which will accommodate the capacity of the 24 preschool children requested. Classroom 2’s total inside area measured to an approximate 1059 square feet which will accommodate the capacity of the 24 preschool children requested.

The second outdoor play area that is located outside classroom 1 and classroom 2 was inspected. The outdoor activity space has a mature tree and a classroom overhang that provides ample shade for children. The outdoor activity space has two benches, fire truck structure, musical playground structure, and two gardening raised beds.

The outdoor play area has two play structures, and the facility will only utilize the smaller play structure that is located on the east side of the outdoor play area.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

The play structure has a manufacturer label that states the equipment is designed for children ages 2 to 5 years old which is appropriate for preschool children. LPAs observed adequate cushioning in the form of a woodchip surface underneath the play structure and landing of the slides to absorb falls. LPA advised the staff to conduct frequent safety inspections of the play structure to check for any loose parts, cracks, and hazards. Director Pena is aware of child safety around the play structure and assumes all responsibility. Director Pena understands that children must be always supervised while using the play structure. The outdoor activity space surface is maintained in a safe condition and is free of hazards. The playground equipment (ages 2-5 years old) is in good condition, free of sharp, loose, or pointed parts.

The large play structure that is located on the north side of the play yard (in front of the classrooms) will not be utilized as it is not age appropriate for preschool children as the age specifications are for 5 years old to 12 year olds. Director Pena stated that she will make the area inaccessible to preschool children by utilizing a construction mesh fence to prevent children from accessing the play structure.

The outdoor area measurements were taken and reviewed with Director, Anna Pena. The area measured to an approximate 5819 square feet which will accommodate the capacity of the 48 preschool children in classroom 1 and classroom 2.

Water is available indoors and outdoors. Director Pena stated that the facility provides water bottles for children and will utilize the drinking faucets that are available indoors and outdoors. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. The lead test was completed on 05/19/2026 and there was no lead exceedance documented.

A fire clearance inspection was conducted by the City of Bakersfield Fire Department on 09/04/2026. Pending verification of correction of the inaccessibility of the large play structure (ages 5-12 years old) a final file review will be conducted, and a recommendation will be made to license the above facility for a capacity of 72 total preschool children.

Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, there are no deficiencies being cited during today’s inspection. Exit interview was conducted and report was reviewed with Director, Anna Pena. Appeal rights were provided. Notice of Site Visit was provided and required to be posted for 30 days.
