On September 4, 2026, at 8:30am Licensing Program Analysts (LPA) Randy Miranda met with Site Director Nithya Prabhakaran to deliver the findings from a complaint investigation for the above allegation. Present during the inspection were the site director, three staff members, and twenty-seven (27) children in care (23 preschool age and 4 toddler age).

Based on LPA’s observations and interviews, the preschool classroom was observed to be over ratio. There was one partially qualified teacher supervising 18 napping children. However, not all 18 were fully napping. Thererfore, the preponderance of evidence standard has been met. The above allegation of the Staff are operating out of ratio is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 06, Section:101216.3(a) are being cited on the attached LIC 9099D.Upon receipt, licensee shall post for 30 days and provide copies of this licensing report to parent/guardians of children in care at the facility and to parent/guardians of children newly enrolled at the facility during the next 12 months.

Based on interviews and record reviews, the allegation stated above may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided and discussed. An exit interview was conducted with site director Nithya Prabhakaran.
