On 09/03/2026 at 11:28 AM, Licensing Program Analyst (LPA) Elicia Calvillo conducted an unannounced complaint investigation visit on the above-mentioned allegation to deliver findings. LPA identified self and met Nervik Satamian, Licensee/Owner who guided analyst on a tour of the inside and outside of the facility. LPA observed six (6) Children and Nevrik Satamian, Licensee/Owner present at the facility upon arrival during nap time.
The purpose of the visit is to deliver findings for the above allegation regarding an investigation conducted by the department’s Investigations Branch (IB) Investigator, Dennis Douglas. Throughout the course of the investigation conducted by the IB Investigator, interviews were conducted and documents were obtained.

During today’s visit, LPA addressed the allegation that staff uses inappropriate discipline with children.

During the IB investigation it was revealed that Nevrik Satamian, Director/Owner and Staff #1 disciplined Child #1 and Child #2 by placing salt on their lips/chin and mouths after Child #1 and Child #2 misbehaved on the outdoor playground.

During the IB Investigator’s interview with the Nevrik Satamian, Director/Owner, it was disclosed that they placed salt on the lips of Child #1 and Child #2 because they were screaming and running outside on the outdoor playground and Director/Owner was afraid that Child #1 and Child #2 were going to hurt themselves and wanted them to stop screaming and running.

During the IB Investigator’s interview with Staff 1, it was disclosed that Nevrik Satamian, Director/Owner had encouraged Staff #1 to place salt on the children’s lips when they are screaming and had witnessed Nevrik Satamian, Director/Owner put salt on the lips of Child #1 and Child #2.

During the IB Investigator’s interview with children, Child #1, disclosed that when children scream at the preschool the teachers put salt on their lips. Child #1 stated that Staff #1 put salt on their lips. Child #1 disclosed that Nevrik Satamian, Director/Owner placed a lot of salt into the mouth of Child #2 and Child #2 swallowed it. Child #1 disclosed that Child #2 got salt on their mouth more than once. Child #3 disclosed that they witnessed the staff put salt in Child #4’s mouth when they were too loud. Child #4 disclosed that Staff #2 placed salt on the chin of Child #1 and Nevrik Satamian, Director/Owner grabbed the face of Child #2 and poured salt in their mouth.

During the IB Investigator’s interview with parents, Parent #1 disclosed that Child #2 informed them that Nevrik Satamian, Director/Owner poured salt into their mouth. Parent #2 disclosed that Child #5 informed them that Staff #2 put salt on Child #1’s chin and Nevrik Satamian, Director/Owner put salt in Child #2’s mouth because they were yelling on the outdoor playground. Parent #3 disclosed that Staff #2 acknowledged placing salt on the lips of Child #1 and Nevrik Satamian, Director/Owner acknowledged placing salt on Child #2’s lips.

Based on the IB investigation, that staff uses inappropriate discipline with children, documents obtained, and record reviews, the preponderance of evidence standard has been met; therefore, the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 Chapter 3, Section number 101223(a)(3) Personal Rights, a Type A Citation is cited on the attached deficiency page.

LPA Calvillo informed licensee/owner Nevrik Satamian that this report dated 09/03/2026 documents one (1) Type A citation which shall be posted for 30 consecutive days as there are immediate risks to the health, safety, or personal rights of children in care.

Also, LPA Calvillo informed the licensee/owner to provide a copy of this licensing report dated 09/03/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days.

Licensee/Owner stated they met with parents about the incident, spoke to staff about appropriate forms of discipline, and staff will receive training on Children’s Personal Rights in Child Care and provided LPA with agenda and sign in sheets by the plan of correction due date 09/04/2026.

This requirement is not being met as evidenced by: In that Nevrik Satamian and S2 used inappropriate form of discipline with children by placing salt on their lips, chin, or mouth when they were screaming on outdoor playground.This poses an immediate health, safety, and personal rights risk to children in care.
