25 | On August 11, 2026, at 2:10 P.M., Licensing Program Analyst (LPA) Joselito L. Del Mundo conducted an unannounced case management inspection. LPA Joselito L. Del Mundo met with director Edrenia Williams. The purpose of today's visit is to conduct a case management inspection regarding lead tests for the facility. During this visit, LPA observed six preschool children napping inside the classroom with one staff providing care and supervision.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16.
During the LPA’s visit to the facility on June 17, 2026, LPA observed that the water source for the facility used a filter system when providing drinking water to children in care. However, the director admitted that the water source for the facility has not been tested for lead and it was scheduled to be tested on June 25, 2026. LPA verified from the State Water Resources Control Board that the lead testing was completed on June 25, 2026. Based on the results of the test, the water source did not exceed the allowable level of lead in the water. However, the facility failed to conduct the lead test on a timely manner as per written directives.
A type B deficiency is cited at this time. See attached LIC809D.
A notice of site visit was given and must remain posted for 30 days. An exit interview was conducted, and a copy of this report and appeal rights were reviewed with facility director, Edrenia Williams.
