Licensee provides breakfast, lunch and snacks.

The home is a single-family home which consist of the following: 3 bedrooms, 2 bathrooms, living room, dining room, kitchen, laundry room, and fenced back yard. The home is neat and clean with heating and ventilation for safety and comfort.

The ON-LIMITS areas are as follows: living room (day care/eating area), dining room (napping area), bathroom #1, kitchen and laundry room (both of which are only used to access the backyard) and fenced back yard. The ISOLATION AREA will be in the napping room. Per Licensee, there are no firearms in the home. A copy of the lease was reviewed and shows control of property.

Any poisons, detergents/cleaning compounds, medication and hazardous items that can pose a danger to children are inaccessible. LPA Clayton observed cots for napping, and ample age appropriate furniture and toys that are safe and in good condition. There are no pools, hot tubs or any other bodies of water on the premises.

On 08/17/2022 a fire clearance was granted by the Los Angeles Fire Department. All documents have been received for the increase of capacity application. The Licensee was reminded that an assistant is needed with a large family childcare home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family childcare home.

The home has a fully charged 3A:10: BC Fire Extinguisher, a fully charged 2A:10:BC Fire Extinguisher and a working smoke detector and a working carbon monoxide detector, and working telephone. Per Licensee, her assistant is taking the Mandated Reporter Training and she will forward the certificate to me immediately upon completion, via email. The Licensee and her assistant are in compliance with the immunization law which pertains to day care providers.

California Law requires Family Child Care Home Licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented. Safe Sleep Practices were discussed with the applicant. When putting infants down to nap or long periods of sleep, children must be placed on their backs, in a crib, on a firm mattress with nothing in the crib except for a fitted sheet over the mattress. The child must be physically monitored and documented every 15 minutes, check their temperature, color of skin, and breath.

Update on Incidental Medical Services (IMS):

Currently, the facility does provide Incidental Medical Services. Facilities that provide Incidental Medical Services (IMS) must identify those services in their facility’s Plan of Operation and submit an updated Plan of Operation to the Department. IMS Include: Blood-Glucose Monitoring for Diabetic Children, Administering Inhaled Medication, Administering Epinephrine Auto-Injectors, Glucagon Administration, Gastrostomy Tube Care (G-tube care), Insulin Injections Administration, Anti-Seizure Administration, and Emptying an Ileostomy Bag. Incidental Medical Services (IMS) policy was discussed. For further IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417.

LPA discussed with Licensee the process of childcare during a pandemic: facial coverings in day care, social distancing, hand washing hygiene, postings, and cleaning and disinfecting of surfaces and high traffic areas. Children should follow social distancing when indoors. LPA Clayton discussed isolation area with Licensee when children are sick. LPA discussed the importance and process of health screenings for children upon arrival to the facility. LPA also provided resources and materials as well as links for COVID-19 to assist the provider. LPA also discussed the proper way to clean and disinfect items used daily throughout the day care, by submerging toys in or spraying with disinfectant and allowing enough contact time prior to wiping down.

As of 08/09/2022, this home is recommended for an increase of capacity. There are no deficiencies cited today. The report will remain on file for three years. Exit interview was conducted, and the report was reviewed with Licensee Delfina Melgar Cano.

A notice of site visit was given and must remain posted for 30 days.
