Licensing Program Analyst (LPA) Stephanie Li conducted an inspection of a complaint investigation. Upon arrival at 9:45am, LPA met with Interim Director Leticia Larios, to whom the purpose of the inspection was explained. Tour of the facility was provided. Census was taken. There were 68 children with 18 staff members.

During the course of investigation, interviews were conducted with 3 staff members, documentation in the form of Child Facility Roster, Family handbook, copies of Staff statements were obtained, email copy of parent statement stating she uses lavender products daily at home, and copy of internal HR investigation findings.

Based on observations made, record review, and statements obtained from interviews, no disclosures were made to corroborate the allegation or evidence to support the allegation. Although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is deemed UNSUBSTANTIATED.


A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
