13 | On 8/27/26 Licensing Program Analyst (LPA), T. Tran conducted an unannounced subsequent visit for the purpose of delivering the findings for the above complaint allegation. LPA met with Site Supervisor, Stephanie Gutierrez and Michelle Harris, Education Training Coordinator.
The complaint investigation includes records reviewed and interviewed conducted with staff, children, and parents. Based on the information that was gathered, records review showed staff conducted daily health & safety check inspection upon children’s arrival. There was no visual marking observed on the C1’s arm (See LIC 811). During morning recess, C1 showed staff the irritated spot on the arm. Staff provided child with wet paper towel to calm the area. There was no significant incident happening to child during outdoor. Upon picking up, staff relayed the information to C1’s parent. There were no witnesses that C1 sustained a red mark that was caused by the staff or children at the site. Therefore, the allegation has been determined unsubstantiated. Unsubstantiated – A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred.
Exit interview conducted and report was reviewed with the facility representative, Michelle Harris.
