Licensing Program Analyst Kamile Martin conducted a subsequent complaint inspection to conclude the investigation regarding the above complaint allegation. The purpose of the inspection was explained to Director Melanie Abyratne. LPA was guided on a tour of the facility. Census was taken. LPA observed 36 children in preschool at this facility. This program has an infant component #19801842713 infants in care. Per Director there are currently 47 children enrolled. A copy of the facility roster was obtained from the preschool program.
During LPA’s Inspection files for staff were reviewed and staff have current CPR and AB1267 Mandated Reporter training. LPA KMartin received a copy of the school policy, daily schedule, preschool class policy which parents sign during enrollment as well as the discipline policy. Per director staff are trained on topics such as classroom management, children with special needs, Montessori teachings, Title 22 regulations, supervision, and ratios. Training courses are held twice a year in April and August. Trainings are conducted by administrative staff, sometimes a special guest or outside training vendor. Training sign in sheet, agenda, and comprehension quizzes were obtained.

Statements corroborate that children in care are treated with respect and care. Parents do not have any concerns and are happy with the care they are receiving at the childcare center. After carful review of provided documents including, Parent handbook, behavior policy, facility roster, parent and staff interviews. LPA has concluded that staff are following the title 22 regulations.

Based on the evidence and LPA observations as presented above, the allegation has been determined to be Unsubstantiated for allegation #1 Staff do not provide adequate supervision resulting in child sustaining multiple bites. A finding of unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation (s) did not occur, therefore at this time the allegation is unsubstantiated.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with Director Melanie Abeyratne.
