25 | On 09/18/2026, Licensing Program Analyst (LPA) Jeovanna Yanez conducted an unannounced Case Management - Incident inspection and initially met with Teacher, Adela Rodriguez. LPA toured the facility and a census was taken. Director, Marcela Esparza arrived later to meet with LPA during the inspection. The purpose of the inspection was to obtain additional information about an incident that was reported to Community Care Licensing (CCL) - Fresno Regional Office on 08/21/2026 regarding an allegation made against Staff #1.
During today’s inspection, LPA interviewed staff, made observations and reviewed records pertinent to the incidents. Through interviews conducted, on 08/20/2026 in the afternoon, Child #1 had reported to his parent that Staff #1 had pinched them. No visible marks were observed by parent that afternoon or by staff at the facility the following day, 08/21/2026. Child #1 was dis-enrolled from care on 08/21/2026, and an internal investigation was conducted. Based on the information received, there was no information corroborating this accusation. Staff interviewed stated they have never hit a child in care, nor have they witnessed Staff #1 hit a child in care. In addition, LPA observed the interactions between Staff #1 and children, and did not observe any mistreatment or hitting.
As of this date, this appears to be an isolated incident and staff took appropriate measures to address the this allegation against Staff #1, following proper policies and procedures.
Exit interview conducted and report was reviewed with Director, Marcela Esparza. Appeal rights were provided.
Per Title 22, Division 12, Chapter 1, of the California Code of Regulations, no deficiencies are cited.
