At approximately, 12:30 PM on Thursday, March 16, 2023, Licensing Program Analyst Amanda Blesi met with licensee Laura Becerra to close the complaint that was opened on 2/8/2023. Also present today was day care assistant, Samantha Glatt, and six day care children. The complaint alleges that in September 2022, licensee did not barricade the stairs on the front porch. LPA observed the top of the stairs barricaded by a safety gate during inspections conducted 2/8/23 and 3/16/23; however, there was no safety gate at the bottom of the stairs. Licensee states children play in the front yard right which is located next the staircase. Licensee also stated children sometimes play on the front porch. Based on LPA observations the stairs, were not completely barricaded (top and bottom) to prevent access to children. It was also alleged licensee allowed a day care child in an off limit bedroom in September 2022. LPA conducted interviews and reviewed documents relevant to the complaint. Licensee states there was one day she did allow a child in the off limit room to isolate the child because the child had hives. The preponderance of evidence standard has been met and the above allegations are substantiated.

This requirement was not met as evidenced by: Stairs leading to the front porch were not completely barricaded (top and bottom). This poses a potential threat to the health and safety of children in care.
