On 7/7/2026, Licensing Program Analyst (LPA), Alma Castro, conducted an unannounced visit to the facility to deliver a finding for a complaint that was received at the Orange County Regional Child Care Licensing Office. LPA met with Director, Nicole Cilderman, and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 39 children and 11 staff.

On 05/04/2026, the Orange County Regional Child Care Licensing Office received a complaint with the allegation listed as: Staff left children unsupervised.

During today's inspection, the facility was observed operating within its licensed capacity and within compliance of staff to child ratios. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances.

On 05/11/2026, LPA made an unannounced visit to the facility and interviewed staff. Director provided LPA with facility roster, children’s roster and other documents pertinent to the investigation.
During investigation, LPA interviewed four (4) staff and contacted nine (9) parents. Three (3) parents were interviewed. Six (6) parents did not answer or call LPA back.

During interviews, all four (4) interviewed staff stated that they have not left children unsupervised. All four (4) staff interviewed provided consistent statements about following facility’s supervision procedures and maintaining ratio. All three (3) interviewed parents did not disclose any concern regarding the allegation.

The Orange County Regional Child Care Licensing Office has investigated the complaint alleging that staff left children unsupervised. Based on the information gathered from LPA’s interviews and record reviews, although the allegation may have happened or is valid, there was not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.

No deficiencies cited.

A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the Director, Nicole Cilderman.
