Licensing Program Analyst (LPAs) Odom and Valdez-Santana conducted an unannounced Case Management Inspection on today’s date with Laurencia Orozco. At 9:20am upon arrival LPAs observed 4 children in care in the backyard with Jose Pereyra, Laurencia Orozco stated that 2 children were her grandchildren and 2 are children from 1 family. At 10:40am LPAs spoke with Laurencia Orozco to verify the children in care are who operator stated they were. Laurencia Orozco got in contact with Parent #1, LPA Odom spoke with P1 and P1 disclosed that Child #1 is not related to Laurencia Orozco and C1 did not have a sibling in care. After the conversation with P1, the operator Laurencia Orozco admitted that the 2 children in care are not her grandchildren and all 4 children are from 4 different families.

This case management inspection is being made to verify day care operations have ceased per Revocation of the License Decision and Order adopted on 4/14/2022 and effective date on 4/25/2022. A copy of the orders was provided to Laurencia Orozco on today’s visit. Laurencia Orozco verified receipt of the Decision and Order and stated they stopped caring for children in April when they received the order of revocation. Laurencia Orozco handed over the childcare license to LPA Odom. At 10:40am after LPA Odom discovered the identity of the 4 children, Laurencia Orozco knowledge that they are not supposed to care for children of more than 1 family, but they continued operating due to financial needs.

LPA advised Laurencia Orozco of violation Sec. 1596.80 of the Health & Safety Code; a license is required by law if caring for children from more than 1 family that are not related to you. Health and Safety Code Sections 1596.890 and 1597.61 authorize the State Department of Social Services and the county licensing agency to initiate action to prevent illegal and unlicensed operation. You must immediately cease your illegal unlicensed Family Child Care operation. If the facility continues to provide unlicensed care, the facility will be cited with civil penalty of $200 per day.
The exit interview was concluded. Facility will be closed.

Laurencia Orozco and Jose Pereyra need to cease operation of care immediately due to Decision of Order of revocation of childcare license effective as of 4/25/22. If the facility continues to provide unlicensed care, the facility will be cited with civil penalty of $200 per day.

Based on observation and interviews conducted with Laurencia Orozco and P1 it was determined that Operator continues to care for children of more than 1 family, on today's date there were 4 children in care from 4 different families. This poses an immediate risk to the children in care.

Based on interviews and observation with Laurencia Orozco and P1 it was discovered that Laurencia was not forth coming with the information provided to LPAs of the children present at the facility. This poses an immediate risk to the children in care.
