32 | During the investigation IB investigator, Bellucco interviewed five staff members including the licensee and 3 Parents. LPA Sun interviewed 3 children.
IB Investigator interviewed Parent 1 (P1) who stated when P1 picked up C1 at childcare and later that evening at approximately 6:30 PM took C1 to Kaiser Permanente Urgent Care to have C1’s feet medically evaluated. Kaiser Permanente Urgent Care attending physician stated C1 had second degree burns on both feet. P1 stated the medical staff treated C1 burns and wrapped them in gauze. P1 stated the physician stated it would take up to two months for C1’s feet to fully heal and C1 might have scars on their feet.
IB investigator obtained Kaiser Permanente Urgent Care medical records for C1, which indicated the attending physician diagnosed C1 with Second-degree burns on the plantar surface of both feet, on the pads of 2nd and 3rd toes as well as overlying distal metatarsals. No burns on heels, C1 was treated, and feet were bandaged and discharged home with children’s ibuprofen for pain relief and referred to the primary pediatrician for a follow-up.
IB investigator, obtained photos taken by P1 of C1’s injuries depicting blistering marks on bottom area of both feet.
IB Investigator interviewed Staff #1 (S1) who stated that on 06/28/2024 at around 11am, C1 was dropped off at the childcare but the childcare children had already left to the park. Staff #2 took C1 from childcare to park. S1 observed that C1 removed their shoes and socks while at the park and began running in circles on the hot pavement and in the sand where everyone was playing. Despite S1's repeated requests for C1 to put their shoes back on, C1 refused. As they were about to returned to the childcare, C1 complained about foot pain, and S1 noticed that their feet were red. S1 placed C1 in a four-seater wagon with the other 3 younger children to returned to the daycare. S1 stated when they arrived at the childcare, C1 was crying excessively. S1 looked at C1’s feet and they looked red and blistered. At about 12:30pm, S1 noticed redness and blistering on the bottom of C1’s feet and contacted C1’s parent. S1 was told to apply aloe vera and toothpaste on C1 feet by P1. S1 stated C1 appeared to have pain and discomfort and S1 attempted to console C1 until C1 fell asleep.
