Licensing Program Analyst (LPA) Dean Valencia conducted an unannounced complaint inspection on today's date, 2/24/22. LPA met with the licensee Lin Yang, who guided LPA on a tour of the facility and census of children was taken. 15 children, 2 assistants, and the licensee were present during the inspection. During today’s inspection it was observed the facility was not operating within its licensed capacity nor within compliance of ratio. During the course of the investigation, LPA interviewed the licensee, and adult #1 and 2 assistants, and conducted a physical plant inspection. During the interviews with licensee, adult #1, and assistants, it was disclosed that the facility sometimes has 15 to 16 children in care, and of these children no children are attending kindergarten or older. LPA observed during the inspection 15 children in care, and briefly a 16 child in care. Of these children none were attending kindergarten or older. Based on these obervations and interviews, the facility has been determined to be in violation of Title 22 Regulations 102416.5(a) and 102416.5(d)(2)(a), and two seperate A violations are cited on the attached LIC9099D. From the information gathered by LPA at the time of this inspection, the allegation of Facility operating out of ratio has been substantiated. (continued on LIC9099C)
