32 | During the initial inspection dated 8/4/23, LPA observed no children in care. LPA interviewed licensee. Licensee stated “We are always present and are anywhere and everywhere the children are. If the children are outside, we are outside. If they are inside, we are inside. Someone is always present with the children.” Licensee stated no one ever has been injured with balloon activity. One child did cry during the activity but not because of an injury. Child is pretty new and maybe because of the excitement all the children were showing, it may have been overwhelming. But licensee consoled the child and child was fine after a few minutes. Licensee and staff interviewed stated how they handle conflict with peers. Licensee stated “we talk to the children and find out what the issue is. We help find solutions to their issues. We help problem solve with them. We re-direct them to another activity if they need to share or wait for their turn. Staff stated, we talk to the child or children and help them problem solve. The kids usually get along and play together. If there is any conflict, it is not often at all. But we are always present to help resolve the issues.”
LPA has conducted visits on 3/22/23, 4/11/23, 4/14/23, 5/3/23, 5/31/23, 7/18/23, 7/26/23 and on 8/4/23, on each visit, licensee has been present at the facility with one or more staff members. LPA has observed children in care being supervised by licensee and staff. LPA has observed facility providing adequate supervision for children in care while children participate in activities, such as swing, slide, and climb on the playing structures.
LPA Duron contacted three parents. All interviewed parents stated they did not have any concern with facility.
Based on the information gathered from LPAs’ interviews, observation, and reviewing records, there is insufficient evidence to corroborate the allegations of Licensee left day care children unsupervised and Licensee did not prevent inappropriate behaviors between day care children. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur in the day care facility, therefore the allegations are UNSUBSTANTIATED.
An exit interview was completed. The report was reviewed and discussed. Appeal Rights were provided. All appeals must be in writing and received by the Licensing office within 15 business days. Any proposed changes to the physical plant, including telephone number, shall be immediately reported to the Department.
The facility representative was informed that the “Notice of Site Visit” must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00. The “Notice of Site Visit” must be posted on or adjacent to the door. Page 2 of 2. End of Report. |
