32 | (Page 2) During investigation, LPA K. Trinh conducted interviews with three (3) staff, one (1) child, four (4) parents, and obtained pertinent documents.
On 6/23/2026, LPA was led on a tour of the facility’s on and off-limit areas. The licensee identified the individuals who resided in each room of the home. LPA observed clothing and other personal belongings throughout the home.
During interviews, all staff interviewed reported that Ye Eun Moon resides in the home that they are licensed.
During record review, LPA reviewed the licensee’s email correspondence, mail, and driver’s license. The licensee’s mail, including various bills, showed the licensee’s name and the address of the family child care home.
The licensee’s driver’s license showed a different address to the address of the family child care home. The licensee stated that they have not had the chance to update the address on their driver’s license due to time constraints.
LPA conducted parent interviews. The interviewed parents did not divulge any information pertaining to the allegation. One (1) parent expressed concerns regarding the staff’s communication with parents. LPA also conducted children’s interviews. One child interviewed shared that Ms. Moon works in the office and does circle time and activities with the children.
Based on LPA’s interviews conducted, and records reviewed, the preponderance evidence of: Child experienced emotional distress while attending daycare Licensee does not reside in the home has not been met. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.
Appeal Rights were explained. The Licensee was provided with a copy of the appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the regional manager to the address listed above.
