Regarding allegation (1) Staff do not supervise children during nap time.
LPA reviewed the supervision policy in the employee handbook. Staff denied the allegation that incidents have occurred due to a lack of supervision during nap time. The facility provided LPA with staff daily schedules and classrooms that include the period of nap time.
Regarding allegation (2) Staff yell and mishandle children
LPA was provided with the Brightstar Learning Center General behavior policy which includes staff redirecting children by talking or having calming activities. Staff members denied observing the violation of children’s personal rights when asked by LPA. Children interviewed stated that the teachers are helpful and nice.
Regarding allegation (3) Staff are under the influence while working
Children, staff, and parents interviewed did not disclose information to support the allegation. Staff Interviewed denied the allegation that they have observed another staff member under the influence while supervising children. The Director stated that any staff under the influence will be subject to disciplinary action including termination.
The Orange County Regional Child Care Licensing Office investigated the allegations: (1) Staff do not supervise children during nap time (2) Staff yell and mishandle children (3) Staff are under the influence while working, based on interviews and record reviews conducted, there was not a preponderance to prove that the allegations did or did not occur, therefore, the allegations are found to be UNSUBSTANTIATED.
