13 | On 8/26/26, Licensing Program Analyst (LPA) M. Do conducted an unannounced Complaint investigation inspection to deliver findings for the investigation initiated on 07/8/26. Upon arrival, LPA met with Director of Preschool Programs Samantha Hour and Site Director Susan Bixler and informed them of the purpose of the visit. LPA was led on walkthrough of the facility and a census was taken. LPA observed seven (7) staff and 58 preschool children.
The Department received a complaint on 07/2/26 alleging (1) Staff kicked daycare child and (2) Staff communicated inappropriately towards daycare child.
During the investigation, LPA interviewed Adult 1 (A1), staff, children, parents, and reviewed information pertinent to the investigation. None of the individuals interviewed provided enough information to support the allegations. Staff stated sometimes a teacher would raise their voice to redirect a child or to get the child’s attention, but not in an aggressive manner.
Based on the information provided, there is insufficient evidence to corroborate the allegations of staff kicked daycare child and/or staff communicated inappropriately towards daycare child. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur in the day care facility, therefore the allegations are UNSUBSTANTIATED.
