On 06/09/2026, the Orange County Child Care Office received a complaint. During the investigation, the LPA conducted two unannounced inspections on 06/15/2026 and 07/27/2026, conducted 8 staff (S1-S8) interviews, 3 children interviews, and collected the children's sign in/out sheet dated June 9, 2026, the staff schedule dated June 9, 2026, and the Salvation Army Henley Summer Camp 2026 Enrollment Packet and Salvation Army Youth Programs Staff Handbook.
During the visit on 06/15/2026, the LPA observed staff supervising children who were arriving back from a field trip. During the visit on 07/27/2026, the LPA observed 6 (six) staff supervising 44 school age children in the gym engaged in various activities and found the facility to be in compliance with the staff to child ratio requirements for school age children as outlined in Title 22, California Code of Regulations, Section 101216.3.
Regarding the allegation ‘Facility is operating out of ratio’: Eight (8) out of eight (8) staff interviewed stated that the required staff-to-child ratio for school-age children is one staff to fourteen children. Staff reported being aware of the Title 22 ratio requirements and stated they have never observed a staff member operating out of ratio, nor have they themselves been out of ratio. Staff explained that ratio is maintained by counting children regularly, updating one another on the number of children present, and documenting the count on a whiteboard posted on the wall. On Monday, July 27, 2026, at approximately 4:28 PM, the LPA observed the whiteboard next to the sign-in/out sheets displaying ‘27 children.’ During the records review of children’s sign-in/out sheets dated June 9, 2026, the LPA observed that 38 children had signed in and out. Records review of staff schedules showed that seven (7) staff were scheduled between 7:30 AM and 6:00 PM. Staff reported that if they anticipate becoming out of ratio, they notify support staff via cell phone, who will either step in or send additional staff as needed. Staff interviewed stated they have not heard of any concerns regarding ratio or the summer program.
