32 | Reporting Party (RP) reported unqualified staff members are pulled into the classrooms. The RP stated the following: Staff#11 (S11) has been required to step into classroom to supervise children while they were awake. S11 was the only staff member providing supervision in the classroom. S11 has no ECE units. Additionally, Staff#1 (S1) was working alone in a classroom while children were awake.
During the investigation, LPA toured the facility and conducted interviews with staff members and parents, reviewed staff files, and pertinent documentation.
During staff interviews, Staff #1 (S1) denied being alone with the children and stated that S1 is currently completing Early Childhood Education (ECE) units. Nine staff members confirmed that S1 has not been alone with children. Additionally, nine staff members confirmed that Staff #11 (S11) has not been alone supervising children. S11 stated that S11 has not been alone supervising children. S11 denied the allegation.
LPA reviewed staff files and determined that Staff #2 (S2) does not meet the qualifications for a fully qualified teacher but does meet the requirements for a partially qualified teacher who can supervise 12 children. During the investigation, on 7/14/2026, LPA observed that S1 and S2 were supervising 4 children. Pertinent documentation that LPA reviewed did not support the allegation.
During the parent interviews, parents did not divulge any information pertaining to the allegation.
Based on observations, record review, and interviews, there is insufficient evidence to corroborate the allegation of unqualified staff were providing care and supervision. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations is UNSUBSTANTIATED.
Exit interview was conducted with Facility Representative, Romela Lorilla. The Notice of Site Visit was posted. Facility Representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Facility Representative was provided with a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager to the address listed above.
