On September 23, 2022 Licensing Program Analysts (LPAs) Lea Habtom and Katrina Owens met with Licensee, Lorinda Farfan, to deliver the amended findings for the above allegation. Upon arrival, LPAs observed 9 children including 3 infants and 6 preschool children being supervised by Licensee and her assistant. No other adults were present in the home during today's visit.

During the investigation, LPA Habtom toured the facility, conducted observation, and interviewed those pertinent to the investigation. It was alleged that a child was left unattended in a bathroom for an extended period of time. From interviews, LPA was unable to collect sufficient information to determine if staff violated a child’s personal rights therefore the allegation is said to be UNSUBSTANTIATED. Although it may or may have not happened, there is not a preponderance of the evidence to prove that the alleged violations occurred.

Communication between the reporting party and the licensee on the day of the incident was provided which showed that the licensee consulted the child by letting the child know that the child was not in trouble. LPA did not corroborate the allegation that day care child was left unattended in a bathroom for an extended period of time to be a personal rights violation. and, in fact, the evidence refuted the allegation; therefore, it is without a reasonable basis and is UNFOUNDED.
