On 06/25/2026 at 1:37 PM, Licensing Program Analyst (LPA) Angelica Vargas and Licensing Program Manager (LPM) Pauline Beschorner arrived unannounced at Martha’s Village and Kitchen and met with Assistant Director, Carmen Robledo. The purpose of the visit was to deliver the investigative findings regarding the allegation referenced above. As part of the investigation, LPA conducted an initial visit on May 14, 2026, during which staff were interviewed and relevant documentation was obtained. On June 2, 2026, LPA continued the investigation by interviewing additional staff and children and collecting further documentation.

On May 6, 2026, Community Care Licensing received a complaint alleging that staff handled a child in a rough manner, staff did not provide a safe environment for children in care, and staff did not report incidents to the appropriate parties. Regarding the allegations that staff handled children roughly and did not provide a safe environment, confidential interviews revealed staff 1 (S1) was tickling a child in a manner that made the child uncomfortable and caused the child to cry.

S1 then placed a bean bag on top of a child after the child began to cry. Additional interviews and a review of records indicated that S1 has been known to be rough with children, ridicule children, and fail to treat children with dignity, safety, and respect.

Regarding the allegation that staff did not report incidents to appropriate parties, interviews revealed that multiple staff members were aware of incidents involving staff being rough with children. However, based on interviews, record reviews, and documentation, these incidents were not reported to Community Care Licensing or to the parents as required.

Based on LPA’s observations, interviews, and record review, the preponderance of evidence standard has been met; therefore, the above allegations are determined to be substantiated. California Code of Regulations, Title 22, Division 12, Chapter 1, 101223(a)(1) and 101212(d)(1)(D) are being cited on the attached LIC 9099D. LPA Angelica Vargas informed the licensee, Martha’s Village and Kitchen, that this report dated 04/15/2026 documents two Type B citations.

An exit interview was conducted, and a copy of this report, appeal rights, and a Notice of Site Visit were provided to Assistant Director, Carmen Robledo. The Notice of Site Visit must remain posted in a prominent location visible to families and caregivers for 30 consecutive days.
