32 | It was alleged that a staff member hit a daycare child. During a roughhousing incident between daycare children, a staff member allegedly, ‘slapped’ a daycare child on the arm. The incident was reported to the site director and the Police Department on 05/26/2026.
LPA reviewed and obtained video footage of the incident. The video depicts a child inside a playhouse making a hitting motion toward another child standing nearby. Approximately five seconds later, the child stops. A few seconds thereafter, an adult staff member is observed bending down and making contact with the child’s upper left arm using her hand. Upon making contact, the child’s upper body is observed moving, in response to the impact from the hit of the adult staff. A few seconds later, the same adult staff is observed grasping the child by the left wrist and pulling the child out of the playhouse.
Based on the video footage LPA reviewed alone, the department has determined the preponderance of evidence standard had been met, therefore the above allegation is found to be SUBSTANTIATED, according to the California Code of Regulations, Title 22, Division 12.
See LIC809D for deficiencies cited.
