32 | information by speaking with other staff members and/or asking the children present to determine what occurred.
Regarding the allegation that staff do not comfort crying children, confidential interviews consistently reported that staff initially attempt to comfort and calm children who are upset. If a child remains inconsolable, staff stated that they allow the child time to self soothe while continuing to monitor the child and periodically checking in. Once the child has calmed, staff reported kneeling to the child’s eye level, discussing what occurred, offering comfort and reassurance, and redirecting the child with toys or other age appropriate activities.
Although interviews identified challenges related to outdoor supervision and described varying approaches used to comfort crying children, the investigation did not yield sufficient evidence to determine that staff failed to provide adequate supervision or that inadequate supervision resulted in unexplained injuries. Interviews also indicated that staff use a variety of strategies to support children based on their emotional needs. Therefore, the allegation is deemed unsubstantiated.
An exit interview was conducted, and a copy of this report, the Appeal Rights, and a Notice of Site Visit were provided to Director Zinnia Gutierrez. The Notice of Site Visit must remain posted in a prominent location visible to families and caregivers for 30 consecutive days. |
