32 | After a record review of temperature for the city of Hemet for the first 14 days in the month of July 2026, 8 out of the 10 days of operation in the “aftercare” hours between 3:00pm and 6:00pm were 95 degrees or higher. During the physical inspection of the facility, LPA noted that there is covered shade areas over the play structure, eating areas, and off the entrance area from the Love room. The facility also has large trees providing shade in the afternoon hours. LPA observed reusable water bottles on the table for children to drink and some water tables and water toys that were not in use during the inspections. Staff interviews revealed that children are brought inside if temperatures are above 100 degrees or the weather has been labeled as “extreme heat warning”. The facility utilizes the Family Life Center located in the preschool building as a play area during inclement weather for preschool students and infant students remain inside their classrooms. Regarding air quality in the area, record review did not reveal any harmful levels for the first half of July, nor did LPA Waters observe any debris or ash on the playground surface or equipment. On 07/20/26, at approximately 3:00pm, LPA observed children playing outside under the shaded areas and drinking from water bottles and did not appear to be in discomfort due to heat. Based on investigation findings, LPA Waters could not confirm the allegation that the facility did not ensure healthful accommodations during outside activity.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED.
