25 | On Thursday, 5 December, 2024, at approximately 9:30 am, Licensing Program Analysts (LPAs) Fabian Schwartz and Matthew Gallo met with Licensee, Sonya Harris, for the purpose of an unannounced annual inspection. Upon arrival, LPAs observed licensee supervising 1 infant child. Also present at time of inspection was licensee’s spouse and 3 adult children. 2 of licensee’s adult children have not been fingerprint cleared in Department’s Guardian Fingerprint System. Facility hours of operation are 24 hours, 7 days a week. LPAs verified that the annual fees are current.
A health and safety evaluation was conducted in all areas accessible to children. Facility is a 5 bedroom, 3 bathroom two-story home. Off-limit areas include: Upstairs, Garage, Backyard, Laundry Room, and Downstairs Bedroom. Licensee acknowledged that children may never enter these off-limit areas. LPAs observed that the facility is sanitary and in good repair. LPAs observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. During inspection, there were multiple instances of chemicals in facility being accessible to children in care including a bottle of bleach on kitchen counter, spray cleaner under sink in unlatched cabinet, and chemical storage in off limits Laundry room which was easily assessable to children in care by an unlocked door which was open upon LPAs arrival to facility. The licensee stated there are no weapons or poisons in the home. LPAs observed that there is a fenced backyard with no pool.
LPAs reviewed 5 children’s files which were observed to be complete. Required postings were seen at the front entryway, and the children’s roster was observed. LPAs observed infant sleep plan (LIC 9227) and observed some infant sleeping logs for current infant in care, but licensee states they stopped doing them in August when Child #1 turned 1 year old. The facility has record of conducting fire drills, but the last fire drill was conducted on 1 April 24 which was more than 6 months from inspection day which violates licensing guidelines. Licensee’s and Assistant’s CPR/First Aid card expired on 10 November 2024. Licensee’s Assistant’s Mandated Reporter certificate expired in November 2024, and LPAs have observed Assistant to be left alone with children with expired Mandated reporter certificate. Licensee understands that trainings must be completed every two years.
