A capacity change inspection was conducted by Licensing Program Analyst Jennifer Velasco (LPA), who met with Licensee Olivia Walton (L1). L1 has requested approval to increase capacity from a small to a large Family Child Care Home (FCCH). L1’s hours of operation will be 9:00 AM – 1:00 PM, Monday – Friday.

The one story home has an unfenced front yard, three bedrooms, two bathrooms, kitchen and great room, laundry room, garage, and fenced back and side yard. The off-limits areas in the home are the main bedroom, main bathroom, front bedroom, laundry room, garage, and northern side yard. L1 stated off-limits areas will remain inaccessible to children by use of closed doors and supervision. L1 stated she understands that 100% visual supervision is required in unfenced areas. Note: front bedroom was placed off-limits and third bedroom was placed on limits during this inspection. Facility sketch was updated and provided to LPA during the visit. CPR and First Aid Certification was verified and expires 10/2022. Licensee has current AB1207 Mandated Reporter Training through 10/2022. A fire clearance was granted by the Fire Marshal on 08/15/2022; the clearance is on file with the Department.

LPA discussed ratios for a large capacity FCCH and reviewed personnel records. L1 stated she understands that her own children under the age of 10 count toward facility ratio and capacity. LPA discussed required documentation for adult and minor assistants. L1 was reminded that all adults 18 and over who live in the home and/or provide care and supervision to children, and/or have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. L1 stated she is aware a civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA verified with L1 that all individuals 18 years of age and over who work, volunteer, and/or reside in the home have been cleared and associated to the facility.

LPA discussed with L1 the safe sleep regulations and the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep
as an additional resource. LPA also informed L1 of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

L1 was encouraged to visit the Department website at WWW.CCLD.CA.GOV for childcare updates, current forms, legislation and regulation information. L1 stated she is already signed up for Provider Information Notices (PINs) and Quarterly Updates. This facility evaluation report was reviewed and discussed with the licensee.

Effective today, 08/24/2022, L1’s request for for approval to increase from a small to a large Family Child Care Home license is approved. L1 can now provide care for 12 children (when there is an assistant present) with no more than 4 infants or 14 children when one child is in kindergarten or elementary school and one child at least age 6 and a maximum of 3 infants. Infants are children under the age of two years. Licensee understands that when there is no assistant present, ratios of a small capacity FCCH must be adhered to.
An exit Interview was conducted, and L1 was provided with a Notice of Site Visit, which must remain posted for 30 days for parental review.
