On July 31, 2026, Licensing Program Analyst (LPA) Kyrsten Williams met with director, Beverley Scott, and assistant director, Satpreet Kaur, for the purpose of delivering complaint findings for the above allegation. The purpose of the inspection was explained. Census included forty-three children being supervised by seven staff.

It was alleged the facility had a lack of supervision resulting in children getting into a physical altercation. Throughout the course of the investigation, LPA reviewed records and conducted interviews. LPA received screen recorded footage of a preschool classroom at the facility. In the video, LPA observed a group of approximately nine children sitting/standing in a circle while physically hurting one child (C1). LPA observes the group of children throwing C1 to the ground, pushing them, kicking them, and hitting them using hands and shoes. LPA observes C1 attempts to get away from the other children several times, however, is unable to. LPA observes a child hold C1 from behind while another child pushes C1 and hits C1 using a closed fist. LPA observes the children chase C1 throughout the classroom.

LPA observes two other children physically pushing and hitting each other. The camera video zooms out, and LPA observes the teacher(s) standing in the back of the classroom talking. The video records the children interacting with this behavior for approximately two minutes and five seconds from when the recording started to when the children cease the behavior. At this time, LPA observes a teacher approach C1 to say something to the child. The behaviors of the other children do not appear to be addressed based on the video recording. LPA was provided several photos of bruises and scratches on C1 following the incident. LPA conducted interviews with staff members, including teacher(s) to be in the classroom at the time of the incident. LPA learned the teacher(s) were not aware the incident occurred until addressed about it at a later time.

Based on the information gathered the department has found that the allegation lack of supervision resulting in children getting into a physical altercation to be SUBSTANTIATED: meaning that the allegation is valid because the preponderance of the evidence standard has been met. As a result of the substantiated allegation, a deficiency will be issued on the attached LIC9099-D for violation of CCR 101229(a)(1).

LPA Williams informed the director that upon receipt, director shall post and provide copies of this licensing report dated 07/31/2026 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC9224), or other written statement, must be placed in the child's file for verification.

Exit interview conducted with director, Beverley Scott, and assistant director, Satpreet Kaur. A copy of this report was provided. The facility representative was provided with a copy of their Appeal Rights (LIC9058) and the facility representative’s signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days.
