On June 18th, 2026 Licensing Program Analyst (LPA) Mandie Goodwin met with owner Krystal Barlatt for the purpose of opening a complaint investigation. Upon arrival LPA observed 17 preschool children supervised by 4 staff members.

During the course of the investigation LPA made observations, obtained documentation and conducted interviews. It was alleged that licensee was operating beyond the scope of their license by allowing older children to attend the center and be in the classrooms without their parent present, leaving the staff to have to supervise. While interviews concluded that older siblings do come to the facility during pick up and drop off they did not conclusively state that they are in the classrooms without the parent. It was additionally alleged that the outdoor play area including gates were not maintained. While some interviews stated that the gates open when shook, other interviews stated that they make sure they are latched. LPA attempted to shake the closed gate several times and was not able to get the gate to open. Continued on 9099-C
