13 | THIS IS AN AMENDED REPORT DELIVERED ON 9/30/26.
On 09/01/26 at 1:20p Licensing Program Analyst (LPA) Qwatevyia Edwards made an unannounced complaint visit for the complaint received on 08/06/26 for the purpose of delivering findings on the above reference allegation(s). LPA met with Director, Diane Martine. LPA was granted entry after identifying self, showing badge, and disclosing the reason for the visit. Also present were 52 napping and 5 toddlers / preschoolers and 8 staff between Buildings 1 & 2. Facility was operating within capacity.
Based on the information obtained through interviews, observations, and records review, it was determined that there is insufficient evidence to support the allegations. Multiple interviews confirmed that yelling has occurred; however, the yelling was described as being used to gain the children’s attention during various indoor and outdoor activities when children were dispersed throughout different areas. The interviews did not indicate that yelling was used as a form of discipline or in a manner that would violate the children’s personal rights.
