On the above date and time, Licensing Program Analyst (LPA) Kelly Gerth conducted an unannounced visit and met with Learning Jungle Escondido East Director, Harpreet Randhawa, to deliver the findings of a complaint received by Community Care Licensing (CCL) on August 10, 2026. The complaint CCL received stated the following allegation: Staff do not ensure daycare children are safe from another daycare child
On August 13, 2026, LPA Gerth initiated the complaint investigation through an unannounced visit. LPA conducted interviews with staff and collected copies of relevant evidence. Additional documentation and/or interviews were conducted on 08/21/2026, 09/10/2026 and 09/25/2026, as part of the investigation. LPA Gerth was unable to interview the reporting party and, therefore, could not obtain additional specific information regarding the allegation.
Regarding the allegation Staff do not ensure daycare children are safe from another daycare child. Four out of four staff members interviewed during the investigation reported that a child in care at the CCC had exhibited challenging behaviors for several months. Staff interviews consistently indicated that teachers had, to date, been able to intervene and protect other children during incidents in which the child’s behavior escalated.

However, 3 /4 staff reported that certain incidents may have been further preventable but due to the frequent use of temporary staff across classrooms who may not have been as familiar with the child’s behaviors, and a perceived lack of supervisory support above the site level.
One of four staff members interviewed reported that a child exhibiting challenging behaviors had acted aggressively toward the staff member while the staff member was attempting to protect other staff and children during an incident. The staff member further reported that, after notifying their off-site supervisor of the incident, the response received was perceived as inadequate. LPA was unable to independently verify specific dates or circumstances of incidents described during interviews due to the absence of documentation.
Three of four staff members interviewed corroborated that site-level supervisors had communicated an intended plan to meet with the child’s parent/guardian to discuss support strategies and develop a classroom management plan. However, the CCC provided evidence that the child had subsequently stopped attending the CCC, and the planned meeting was therefore unable to take place.
Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence at this time to prove the alleged violations did or did not occur, therefore the allegation is UNSUBSTANTIATED.
A copy of this report, appeal rights and Notice of Site Visit were provided to Director Harpreet Randhahwa and was reminded that the “Notice of Site Visit” must be posted for 30 consecutive days. Failure to post will result in Civil Penalties of $100.00.
