On 08/25/2026 at 10:30 am, Licensing Program Analysts (LPA) Griselda Castellon and Diana Brasel announced a pre-licensing inspection for a change of ownership. The current facility, numbers 376700994 (infant) and 366700996 (preschool), will be closed once the licensee has satisfied the licensing requirements. Upon arrival, LPAs met with Cameron Braselton. Mr. Braselton is requesting to be licensed for a total of 110 children, 20 infants (0 weeks-2 years old) in infant room; and 90 preschoolers (2 – Kinder) in rooms preschool I, II and III. The days and hours of operation will be Monday through Friday, 6:00 AM to 6:30 PM.

All indoor and outdoor activity areas used by the children were inspected today. LPA informed Mr. Braselton that staff must always maintain direct visual supervision of the children during indoor and outdoor activities. When medications are on site, Mr. Braselton stated that they will be in a higher cabinet located in the director's office. A fully equipped first aid kit is in the director's office. There is an operational carbon monoxide detector on site located in the hallway walking toward the staff lounge. All required licensing documents were observed posted in the entrance of the school across the director's office. Children will be signed in and out in the lobby area. The facility uses the ProCare App for children to sign in/out, with a physical sign-in sheet available if they experience technical difficulties.

FACILITY EVALUATION REPORT California law requires a public report of each licensing visit/inspection. This report is a record for the facility and the licensing agency. This report is available for public review; therefore, care is taken not to disclose personal or confidential information. Inquiries concerning the location, maintenance, and contents of these reports may be directed to the Licensing Program Analyst or Regional Office whose address and telephone number are listed on the front of this form.

DEFICIENCIES A deficiency is an instance of noncompliance with licensing requirements, including applicable statutes, regulations, interim licensing standards, operating standards, and written directives. Applicants/ licensees must be notified in writing of all licensing deficiencies. Deficiencies are listed on the left side of this form, and the applicable licensing requirement upon which the deficiency is identified. There are two types of deficiencies:
  • Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.
  • Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

PLANS OF CORRECTION (POCs) The licensing agency is required to establish a reasonable length of time to correct a deficiency. In order to set the time, the licensing agency must take into consideration the seriousness of the violation, the number of persons in care involved, and the availability of equipment and personnel necessary to correct the violation. Applicants/licensees are requested to provide a specific plan for each violation on the right side of the form across from each deficiency. The more specific the plan, the less chance exists for any misunderstanding in setting time limits and reviewing corrections. The applicant/licensee who encounters problems beyond their control in completing the corrections within the specified time frame may request and may be granted an extension of the correction due date by the licensing agency.

CORRECTION NOTIFICATION The applicant/licensee is responsible for completing all corrections and promptly notifying the licensing agency of corrections. Applicants/licensees are advised to keep a dated copy of any correspondence sent to the licensing agency concerning corrections, or if corrections are telephoned to the licensing agency, the date, person contacted, and information given.

CIVIL PENALTIES The licensing agency is required by law to issue a Penalty Notice, when applicable, to all facilities holding a license issued by the licensing agency, or subject to licensure, except Certified Family Homes, Resource Families, and Foster Family Homes, or any governmental entity.

PENALTY NOTICE GIVEN The statement concerning civil penalties serves as a penalty notice on this Licensing Report and failure to correct cited licensing deficiencies will result in civil penalties. Applicants/ licensees are required to pay civil penalties when administrative appeals have been exhausted and in accordance with any payment arrangements made with the licensing agency.

APPEAL RIGHTS The applicant/licensee has a right without prejudice to discuss any disagreement in this report with the licensing agency concerning the proper application of licensing requirements. The applicant/ licensee may request a formal review by the licensing agency to amend or dismiss the notice of deficiency and/ or civil penalty. Requests for review shall be made in writing within 15 business days of receipt of a deficiency notification or civil penalty assessment. Licensing deficiencies may be appealed pursuant to the procedures in the LIC 9058 Applicant/Licensee Rights.

AGENCY REVIEW The licensing agency review of an appeal may be conducted based upon information provided in writing by the applicant/licensee. The applicant/licensee may request an office meeting to provide additional information. The applicant/licensee will be notified in writing of the results of the agency review within 60 business days of the date when all necessary information has been provided to the licensing agency.

EMAIL REQUIREMENT Adult Community Care Facilities, Residential Care Facilities for the Chronically Ill, and Residential Care Facilities for the Elderly are required to provide and maintain an active email address of record with the licensing agency.

LPA continued touring the facility and measured all indoor and outdoor activity spaces for the infant and preschool areas. The total indoor activity space measured 2773.68 sq ft for preschoolers. The infant room was not set up with a crib area at the time of visit therefor, it was not measured. These measurements are sufficient to accommodate the requested capacity for each component.

LPA observed that all indoor activity spaces were complete with safe, age-appropriate furniture and equipment for infants, and preschoolers. This includes tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Highchairs and feeding tables have broad-based legs, plastic seats are in good repair, and trays lock onto chairs. Highchairs are made of washable, moisture-resistant material. Changing tables have at least 1” of padding covered with moisture-resistant, washable material. The sides of the changing table are at least 3” high, and the changing table is within arm’s reach of a sink. The diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. The crib area was not set up during the visit. A return visit will be scheduled to measure the infant room. This barrier is at least four feet high, made of sound-absorbing material, and allows for supervision of napping children. There are a total of 10 cribs in the infant room. Needs and Services Plans and Sleep Plans are kept in the room.

Drinking water is available in infants and preschool classrooms via filtered water and children will use their personal refillable water bottles. LPAs observed that all hazardous items were inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance is pending; Fire Inspection request was sent on 08/14/2026.

LPA observed adequate restrooms and sinks for all age groups. Infants have at least one potty chair or toilet for every five children, with (1) sinks available. Preschoolers have (8) sinks and (8) toilets. All sink and toilet components meet the required capacity standards.

The facility currently has a fully fenced playground area for all components. Fencing is made of block wall and is at least four feet high. Both playgrounds provide shade via mesh wind sails. There are climbing structures on both playgrounds that are age appropriate and properly anchored. There is adequate cushioning in the fall zones of the climber provided by artificial turf. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

The total square footage for the infant outdoor activity space is 386.40, which is not sufficient to accommodate the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.

The total square footage for the preschool outdoor activity space is 2022.32, which is not sufficient to accommodate the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure.
