Staff reported that they have not witnessed any inappropriate physical handling of children, though one out of seven staff members acknowledged that they may have handled a child firmly during a tantrum in order to gain control of the child’s body.

It was alleged that staff did not assist children with using the restroom. The Facility Representative denied the allegation, stating that staff prompt children to use the restroom four or more times a day and during transitions. Staff reported that they encourage children who are potty training to use the restroom every 30 minutes to an hour and allow children to go whenever they ask. Staff also stated that they remind children to wipe themselves and dress but will provide assistance when needed.

It was alleged that staff did not assist children with changing them into dry clothing. The Facility Representative and staff denied the allegation and explained that there was an incident in which a child had an accident while transitioning to a classroom. Staff stated that they were preparing to change the child when the authorized representative arrived to pick the child up. Staff also stated that no children are left in wet clothing, noting that they clean and change children as needed. Staff further explained that parents provide extra clothing for their children and that the facility has additional clothing available for use when needed.

It was alleged that the center does not employ staff who can meet the individual needs of children. The Facility Representative denied the allegation, stating that the facility provides staff with training on positive reinforcement, among other topics, and that experienced staff members also support and train their colleagues. Additionally, management conducts monthly staff meetings to reinforce expectations and practices. Staff stated that while they strive to meet the needs of all children, additional staffing in the classroom would further support their efforts.

Due to conflicting interview statements obtained during the investigation, the allegations are determined to be UNSUBSTANTIATED. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

No deficiencies were cited.

Notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and this report was reviewed with Facility Representative, Ashley Enwia.
