13 | On 08/11/2026, Licensing Program Analyst (LPA) Danielle Anderson conducted an unannounced complaint inspection to deliver findings for the above allegations. LPA met with licensee Brandy Morris. Licensee lead LPA on a tour of the facility. There were 8 children, present at the time of inspection.
During the investigation, LPA conducted unannounced complaint inspections, interviewed the licensee, helper, daycare parents, outside agency representatives, and the reporting party. Interviews with children in care were also conducted; however, no information relevant to the allegations was obtained. A facility roster was obtained and reviewed.
It was alleged that the licensee did not ensure Child #1 (C1), Child #2 (C2), were kept clean while in care and that C1's bottles were also not clean. The licensee and helper denied the allegations and described their procedures for maintaining the cleanliness of children and bottles. The licensee stated that bottles are washed daily and children are changed when their clothing becomes soiled. The licensee reported that C1 frequently drools and spits up, requiring multiple clothing and bib changes throughout the day. Extra clothing is provided; however, the licensee stated there are times when all of C1’s extra clothing becomes soiled and must be washed at the facility. The licensee stated that the authorized representative for C1 and C2 has not expressed concerns regarding the children’s cleanliness. Daycare parents interviewed also reported no concerns regarding the cleanliness of their children or bottles while in care. See LIC 9099 C continuation page…
