On 4/3/2025 at 10:05 a.m. Licensing Program Analysts (LPA's), Cindy Meier and Jacqueline Macias conducted an unannounced complaint inspection to deliver the findings for the above allegations. Two assistants were present when LPA's arrived. LPA called licensee and licensee arrived at 10:33 a.m. LPA met with Licensee, Ladiya Bahati and advised licensee of the purpose of the inspection and conducted a tour of the facility. There were seven (7) children, licensee and two (2) facility assistants present during the inspection.

During the course of the investigation, interviews were conducted with licensee, licensee’s spouse, facility assistants, elementary school staff, daycare parents and daycare children. Documents obtained during investigation included facility roster and photographs.

It was alleged that on multiple unspecified dates, the licensee and/or the licensee’s spouse inappropriately mishandled daycare child #1 (C1) by pulling C1 by their arm and forcefully squeezing their leg resulting in bruising. It was also alleged that on multiple unspecified dates, the licensee and/or the licensee’s spouse hit C1.

On 12/19/24, C1 was evaluated by elementary school medical personnel and C1 was observed to have a bruise on their thigh; however, it could not be determined how or where the injury occurred.

During interview with LPA, C1 stated that the licensee is mean and “does pow pow” to (hits) their hand and the licensee’s spouse hurt their leg. C1 was unable to provide specific dates or other witnesses to the alleged incidents. No other daycare children corroborated these statements.

Licensee, licensee’s spouse, and facility assistants all denied the allegations. The licensee and licensee’s spouse stated the spouse had not worked for the daycare or transported daycare children since November 2024; however, witnesses observed the spouse picking up elementary school children in December 2024. The licensee’s spouse admitted to transporting C1 but denied ever hitting or mishandling daycare children.

Due to conflicting information obtained throughout the course of the investigation and no other witnesses to the alleged incidents, LPA was unable to determine whether or not the allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegations are UNSUBSTANTIATED.

Exit interview conducted and report was reviewed with the Licensee, Ladiya Bahati.
A notice of site visit was given and must remain posted for 30 days.
