13 | On August 20, 2026, at 9:00 a.m., Licensing Program Analyst (LPA) Adrian Castellon conducted an unannounced complaint inspection to deliver the finding for the above-listed allegation. LPA met with Facility Director Wendy Santacruz, advised the director of the purpose of the inspection, and conducted a tour of the facility. During the inspection, there were 18 children in care with four staff present.
During the course of the investigation, interviews were conducted with the director, facility staff, and day-care parents. Attempts to contact the reporting party were unsuccessful. Attempts to interview children were also unsuccessful.
The director denied that staff did not ensure daycare children were in a safe environment. The director stated that on June 29, 2026, new furniture was being moved into the classrooms and old furniture was being removed. During this time, the children spent the majority of the day outside of the classrooms and ate their meals and snacks in the outdoor play area. The director stated that children were able to use the bathroom, and staff ensured that a safe path was maintained for children to access the bathroom. Facility staff interviewed denied that children were placed in an unsafe environment. Parents interviewed did not provide information to support the allegation. See LIC 9099-C continuation pageā¦
