On August 04, 2026 Licensing Program Analysts (LPA) Ly, arrived at the facility unannounced to close the complaint investigation into the above allegation and met with Site Supervisor Kate Ilumin. Purpose of visit was explained. There were 19 classroom staff and 2 administors caring for 69 children.

Based upon LPA Ly’s investigation and information gathered through interviews, the preponderance of evidence standards has been met, therefore, the above allegation "Staff handled child in an inappropriate manner" is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, are being cited on the attached LIC9099D.

This report was read and reviewed by Site Supervisor and a copy was given. Facility appeal rights were given. Notice of site visit was also provided.
