 On August 14, 2023, at 9:00 AM, Licensing Program Analyst (LPA) Van met with the licensee, Kathleen Wagenhals, at the San Bruno Child Care Regional Office to deliver the finding for a complaint the Department received on March 15, 2023.
LPA opened the complaint on March 22, 2023, and delivered the finding today at the regional office. This case was referred to the Department's Investigations Branch (IB). During the course of this investigation, IB interviewed daycare Staff, police officers, other parents, and the children involved. It was determined in the investigation of IB that there was insufficient evidence to prove that the allegation occurred at the daycare.
This agency has investigated the complaint alleging that the daycare children were sexually abused by a child in the home. Based on the information obtained by IB, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is UNSUBSTANTIATED.
During the visit, Kathleen Wagenhals confirmed that she had not provided any childcare since closing the license on June 9, 2023.
Today’s report was reviewed and signed by the Licensee, Kathleen Wagenhals. A copy of the report was provided to Ms. Wagenhals.
