13 | On August 19, 2026, Licensing Program Analysts (LPAs) Van and Naves conducted an unannounced inspection to conclude a complaint investigation and deliver findings to the facility. The investigation addressed concerns alleging that the facility was commingling children. LPAs met with the Licensee, Jenny Chan, who granted access to the home. At the time of the inspection, the Licensee and two assistants were supervising 9 preschool aged children. The Licensee was operating within her licensed capacity and limitations.
As part of the investigation, LPAs conducted interviews and reviewed all relevant documentation. Based on the information available, there was insufficient evidence to determine that commingling occurred between the family child care home on the second level and the child care center on the street level. Statements obtained were consistent in reporting that children remained within their licensed child care areas.
The Department has completed its investigation into this allegation. Although the allegation may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are Unsubstantiated.
A Notice of Site Visit was issued and must remain posted for 30 days.
An exit interview was conducted with the Licensee, Jenny Chan. |
