On July 16th, 2026, at 11:00 AM, Licensing Program Analyst (LPA) David Nguyen and Licensing Program Manager (LPM) Chayntel Hunter met with Licensee, Veronica Ferreyra to deliver the findings of the complaint investigation regarding the above allegation. LPA Nguyen observed no daycare children during today’s visit.

It was alleged that “Licensee did not prevent daycare children from engaging in inappropriate behaviors.” Investigator Nathan Gonzalez from the Department’s Investigation Bureau (IB) conducted the investigation. During the investigation, IB contacted the reporting party and obtained pertinent documents from the Lodi Police Department (PD). In addition, IB conducted interviews with licensee, licensee’s assistant, daycare parents, and daycare children.

Based on IB’s investigation interviews and review of records, LPA obtained corroborating information and multiple individuals stated that there was an occasion occurred on 4/16/2026, where licensee engaged in a lengthy conversation with a daycare parent in the kitchen at her daycare facility and left the daycare children alone playing in the living room resulting two daycare children engaging in inappropriate behaviors at the daycare. Therefore, the preponderance of evidence standard has been met, and the above allegation is found to be SUBSTANTIATED. Title 22 regulations are being cited on the attached 9099-D page.

An exit interview was conducted with the Licensee, Veronica Ferreyra. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Appeal rights were provided to Licensee.



LPA Nguyen informed Licensee, Veronica Ferreyra that this report dated 07/16/2026, documents two (2) Type-A citation. Type-A citations which shall be posted for 30 consecutive days as there are an immediate risk(s) to the health, safety, or personal rights of children in care.

Also, LPA Nguyen informed the Licensee to provide a copy of this licensing report dated 07/16/2026 that documents any Type-A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

During today’s visit, Licensee Veronica Ferreyra provided LPA David Ngueyen with a written statement that she chose to forfeit her FCCH License as effective as on 07/16/2026.

Based on records reviewed and interviews conducted, it was revealed that licensee did not provide adequate supervision to children in care. Video footage revealed children engaged in inappropriate interactions for approximately 12 minutes before the licensee checked on the kids in which poses an immediate health, safety or personal rights risks to persons in care.
