On August 27, 2026 at 9:50 AM, Licensing Program Analyst (LPA) Bill Billones arrived unannounced at the above referenced Child Care Center (CCC) to deliver findings of a complaint investigation. LPA met with Director Madelyn Chevalier and together toured the facility’s classrooms. At the time of the inspection, LPA observed forty (4) children under the care and supervision of nine (9) staff (associated and cleared). LPA notes two college interns and an ABA therapist were present during today’s visit.

The complaint alleged the following violations: a lack of supervision resulting in child getting bites; staff are not reporting and/or documenting injuries to parents; and staff are not fully qualified. The investigation consisted of three unannounced inspections. As part of the investigation, LPA conducted interviews with the Director and parents of currently and formerly enrolled children. Staff records reviewed indicate that lead staff meet all required educational qualifications and possess current mandated reporter training and certifications. Director had stated the facility utilizes the Learning Genie application to communicate with parents. Additional methods of communication include written reports and telephone calls for incident related notifications.

Information gathered from both the parent and staff handbooks outline the facility’s procedures for responding to accidents and illnesses. LPA reviewed the facility’s new hire orientation checklist used during staff onboarding and noted that it provides structured guidance and support for newly hired employees. Based on LPA observations during inspections and discussions with the Director, the center maintains adequate staffing ratios.

Parents interviewed during the investigation reported they are satisfied with the care and supervision provided by the facility. Parents stated they had no concerns regarding the overall environment, and the center communicates incidents and the needs of their children. Additionally, parents stated they would recommend this center to other families.

The investigation did not yield sufficient evidence to corroborate the above allegations.

Although the allegations may or may not have happened and/or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore, the allegations above are determined to be UNSUBSTANTIATED.

An exit interview was conducted with the Director Madelyn Chevelier. Copies of the Appeal Rights and the Notice of Site Visit (LIC9213) were provided. The Notice of Site Visit must remain posted in a visible location for 30 consecutive days. Failure to comply with posting requirements will result in a $100.00 civil penalty.
