25 | On 1/25/22, at 9:45AM Licensing Program Analysts (LPAs) Elvin Baddley and Francisca Velazquez, conducted an unannounced Case Management Inspection (Deficiencies) at the abovementioned Family Child Care Home (FCCH). Specifically, CCLD received supplemental information related to a household cat biting and scratching a child (C1) in care at the FCCH on or about 12/26/22. Additionally, The Licensee has failed to have an individual in the home, reportedly the Licensee's partner (A1) criminally cleared.
LPAs met with Lizbeth Ramirez, Licensee of the FCCH and explained the nature and purpose of the inspection. LPAs toured the interior and exterior of the FCCH and note no children are in care.
LPAs discussed the incident relating to the household cat bitting and scratching C1 at the FCCH. As previously noted during a 12/28/22 inspection, the Licensee theorized C1 was scratched after trying to touch or grab the cat. LPAs discussed the supplemental information received by the Department and how such information outlined the incident in a manner where sufficient supervision of C1 was lacking and a safe and healthful accommodations was not maintained. .
LPAs also discussed the presence of A1 at the FCCH. It should be noted the Licensee previously note A1 was a service person cleaning a vehicle in the FCCH's garage area when LPA Baddley asked about A1's identity during a 12/28/22, Case Management inspection. LPAs discussed the supplemental information received by the Department which indicated A1's presence at the FCCH is regular and simply not a service person on site, rather a partner of the Licensee.
LPAs reaffirmed all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a FCCH. Additionally, LPAs reaffirmed Licensee shall ensure that children in care are supervised at all times and safe and healthful accommodations are maintained.
