13 | On February 27, 2026, Licensing Program Analyst (LPA) Garcia met with lead teacher, Madelyn Alvarado and the purpose of visit was explained.
During today’s inspection, upon arrival, LPA Garcia observed no children in care. At 2:20pm, area manager, Gesmyne Bell arrived at the facility. At approximately 3:00pm there were 66 children and 8 staff present in the facility (ages ranging from TK through 5th grade). Gesmyne confirmed that the facility provides afterschool care on Monday, Tuesday, Thursday and Fridays from 2:00pm-6:00pm and on Wednesdays from 1:00pm-6:00pm. Per Gesmyne, the facility operates under ELOP and there is one child that is full private pay and does not meet criteria for an exemption. LPA discussed with area manager Gesmyne Bell the guidance under Title 22 regulation 101158, “Exemption to Licensure.”
Based on record reviews, and interviews conducted, it was determined that unlicensed care is being provided at KCE Champions @ Belle Air Elementary. Care and supervision for this facility is being provided on site that does not meet the criteria for exempt care and require a license. Therefore, the preponderance of evidence standard has been met, and the allegation in this complaint is SUBSTANTIATED.
A Notice of Operation in Violation of Law (LIC195) was issued during today's inspection. Health & Safety Code (Title 22, Division 6, Chapter 3.4 California Child Day Care Act), is being cited on the attached LIC 9099-D form. A copy of appeal rights was provided to area manager, Gesmyne Bell prior to the conclusion of today's inspection.
Exit interview was conducted, report was reviewed and signed by area manager, Gesmyne Bell. |
