On 9/12/22, Licensing Program Analyst (LPA) Francisca Velazquez conducted an unannounced One Year Required Inspection of the abovementioned Family Child Care Home (FCCH). During this inspection, LPA also conducted change in capacity for facility. LPA met with Minerva Santos, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of Licensee toured the interior and exterior of the FCCH. The home's living room, bathroom and part of the backyard are used for childcare services while all bedrooms are off-limits, kitchen that leads into laundry room, detached studio and part of the yard are inaccessible to children in care. At the time of the inspection, there are three (3) children present being supervised by Licensee and Spouse/Assistant. LPA notes Pre-screening COVID questions were asked prior to the inspection. The Licensee's responses suggest no COVID exposures on site.

LPA observed children were having lunch in the outdoor yard. LPA observed the home was clean and orderly with plenty of ventilation for the children in care. Further, the home was void of hazardous items. LPA observed a small gate in the hallway of the facility making the bedrooms inaccessible to children in care. LPA also observed that all bedroom doors had door safety knobs. In the kitchen, LPA observed a small gate that made the entire kitchen and laundry room inaccessible to children in care. LPA observed sharps are stored in an elevated cabinet in the kitchen. Licensee disclosed that medication for the family is stored in the Licensee’s bedroom that is off limits to children. Cleaning compounds were stored in the laundry room which is inaccessible to children. Toys, furniture and equipment within the FCCH are age appropriate.

Required forms are predominantly posted on the wall. The FCCH has a fireplace that was locked and made inaccessible to children in care by large furniture. LPA observed smoke and carbon monoxide detectors in the FCCH which were each tested at 1:40 PM and found to be operable. Likewise, the home has a regulation fire extinguisher which was purchased on 5/31/22. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The home maintains working telephone services.

The backyard is made up of grass footing and is enclosed by wood fencing. LPA observed that part of the yard is made inaccessible by a small gate. The fence’s entry/exit gates are secure. Natural shading is provided by means of a tree and Licensee has also added additional shading by means of a canopy mesh. Toys and play equipment observed in backyard are age appropriate. No bodies of water are observed.

LPA reviewed Licensee and children's records. LPAs notes that all children records were up-to-date and contained emergency cards and immunization records. LPA reviewed Licensee file and found all certifications to be current. Licensee's Mandated Reporter training certification was taken on 3/14/2021. Licensee’s Pediatric CPR and First Aid certification was completed on 1/17/2021. The Licensee informed LPA no firearms and ammunition are on site.

LPA notes that this Licensee submitted a change in capacity application on 8/9/2022 from a Small Family Child Care Home to a Large Family Child Care Home. Facility received Fire clearance on 9/8/2022 from the Santa Maria Fire Department. LPA reviewed updated LIC 9149 for a Large Family Child Care license.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The home meets Title 22 Division 12 requirements of a large FCCH license. Effective date of license will be noted as the present, 9/12/22.

Exit interview and review of this report was conducted in Spanish with Licensee, Minerva Santos due to Spanish being the Licensee’s primary language.
