On 7/30/2026, Licensing Program Analyst (LPA) Andy Yang conducted an unannounced complaint investigation. LPA met with Program Director, Lucile Gabriel to deliver the complaint allegations listed above. Present for today’s investigation were Director, Program Director, (6) staff, and (31) children. LPA toured the indoor and outdoor areas of the facility.

During the course of the investigation, LPA interviewed Director, Program Director, staff, parents, and children. LPA conducted observations, and reviewed supporting documents received.

First allegation stated that staff exposing inappropriate games to children in care. It was reported that a game was played among the children referencing “demon hunting”. Based on the result of the investigation, and review of the classroom weekly activity, there was no indication of that type of game being played nor any inappropriate games played and is not part of the curriculum activities.

Second allegation stated that staff yell at children. Based on the results of the investigation and interviews conduct, there was no indication that staff yelled at children that would violate their personal rights.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegation is unsubstantiated.

No deficiency issued for this allegation. Appeal Rights provided.



A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Program Director, Lucille Gabriel.
